PUCSL Refuses Approval for Adani Wind Power Project
The Sunday Times reported that the Public Utilities Commission of Sri Lanka has refused approval to award procurement of the 484 MW wind power plant in Mannar and Pooneryn to Adani Green Energy SL Ltd. (AGESL), saying the information submitted by the Ceylon Electricity Board was not adequate to assess least cost and technical compatibility.
A letter from the power sector regulator to the CEB’s Acting General Manager, a copy of which was obtained by the Sunday Times, shows that even basic information—such as the full draft power purchase agreement (PPA) between the CEB and AGESL—has not been handed over.
These missing documents also include
a signed memorandum of understanding (MoU) with the Government of India, clearance granted by the Attorney General's Department to sign the MoU following Cabinet approval in March 2022, Details on construction and cost recovery of the 400 kV transmission line from Kilinochchi to Habarana and related cost recovery mechanism and bid values for the 50 MW wind farm in Mannar.
Among other details, the basis for declaring the same “plant factor” for both locations - Mannar and Pooneryn - has also not been made available to the regulator.
Even the results of the environmental impact assessment (EIA) and details of the environmental licence issued by the Central Environmental Authority (CEA) were not submitted.
The PUCSL has requested additional information from the CEB, including the missing documents and results of an interconnection and operational study.
The PUCSL conditioned its approval on the CEB's submission of the information and justifications.
