Treasury Secretary Granted Authority to Borrow and Sign Foreign Loan Agreements

The authority to borrow and issue debt securities, both domestically and internationally, in local or foreign currency on behalf of the Government of Sri Lanka, has been delegated to the Secretary of the Treasury. 

This is outlined in an extraordinary gazette signed by President Anura Kumara Dissanayake.

Additionally, the Secretary of the Treasury is empowered to sign agreements related to foreign loans obtained by the government.

The new extraordinary gazette further grants the Treasury Secretary the authority to sign government guarantees provided to state corporations or public enterprises seeking foreign loans.

The Secretary also has the authority to sign any necessary contracts, bonds, promissory notes, or other documents required for the formalization of such agreements or guarantees.
